He is a refined Technology Strategist, Portfolio Manager & Implementer in the public & private sectors with a demonstrated history of working in Technology Promotion & Adoption, Asset Evaluation & Acquisition, Business Process Reengineering (BPR), and Digitization & Automation in Government to Citizen (G2C), Government to Business (G2B) & Government to Government (G2G) domains.
A C-Suite transformational leader and change architect with the vision of foreseeing the future. The logician and a visionary behind a successful series of programs and Information Technology interventions across the globe. He is a Computer Science alumnus being a Master’s in Software Engineering. A Microsoft Certified Technology Specialist (MCTS) & Oracle E-Business Suite R12 Supply Chain Certified Expert Consultant.
Having over 21 years of rich experience in Portfolio Management, Strategic Business Planning, Program Management, IT Governance, Information Systems Management (Planning, Development & Implementation), IT & VSAT Infrastructure Management (Design, Development, Implementation & Operations), Public Sector Procurement Management, and Contract & Vendor Management. Mr. Bhatti has successfully managed and executed multimillion dollar Program Portfolios and big teams with a proven track record in maximizing Productivity, Quality, and Customer Satisfaction. Also authored numerous strategic and business plans covering a wide range of functional areas such as Enterprise Financial, Audit, Procurement Plans, Project Proposals & Contracts, Corporate Profiles, and Business Plans for key strategic business units. Furthermore, he has coached various courses to undergraduate and post-graduates at different reputable institutes as a visiting Faculty Member.
Presently, as Director General (Government Digital Services), he is leading the Punjab Information Technology Board’s portfolio of flagship programs across Pakistan for e-Khidmat Marakaz (150+ Services), Ease of Doing Business, Zero Time to Startup (ZTTS), Construction Regime (e-Construction), Government API Stack, Acquisition of Public Services (e-Services), Financial Planning & Management (SMDP, iPAS, PRPP), Information System Development & Management (FIMs, VMS), Short Message Servicing for Public Sector and Making Government Paperless & Efficient (e-FOAS, Cabinet Management, PAKISTAN Airforce (PAF), Pakistan International Airlines (PIA), Civil Aviation Authority (CAA), Pakistan Cricket Board (PCB), National Insurance Corporation Limited (NICL), Ombudsman Punjab, National School of Public Policy (NSPP), Metrobus Authority, National Highway and Motorway Police (NHMP), etc.).
Mr. Bhatti has also served as Secretary to the Board, Head of Finance & Audit, and Head of Development & Procurement portfolios at the PUNJAB I.T Board. Mr. Bhatti led the Information Technology enablement (Chief Minister’s South Punjab IT Package) in South Punjab, because of his commendable knowledge & experience in the public sector especially, in Social Infrastructure and Services domain.
He has magnificently managed various large-scale programs and delivered many Enterprise Scale Systems and Infrastructure Projects nationally & Internationally because of his commendable knowledge and track record of successful Implementations at the Provincial level, Government and Private Sector.
